    go to the city you live in municipal court records, county court records, look up in the auditors web page if you know they own property - it will show where property taxes are sent. If you know an address call the local water office and say you work for the health dept. and you need to know if there is currently water service and then ask for the owners information so you can contact them….there are various resource you can use to find information right from home.
