Can you find public court records online from the state of Tennessee?

No you cannot. The government of Tennessee was only made aware of the existence of computers about 3 years ago and they are still not sure they trust them. But seriously, you probably won’t find any public court records for any state on line.
Try. This is listed in the phone book under Federal Courts. If you can’t find what your looking for there, I would call the local Public Defenders Office and see if they could help you out.
