If you have ever walked into a courthouse, and see the sheer volume of information, you will understand WHY they are not always online. Digitizing records is incredibly time and labor intensive. The cost is passed on to the consumer.
Any court determines for itself, if it wants to offer their records (or parts of them) online. If you are talking about single, central site for court records… no. It does not exist.

Courts always charge for records in their custody. The only time records are free is after they’re archived. If the records are too recent to be archived, you are forced to either ask the court if they have a browsing room or else pay for the privilege of getting access to the records. It’s the reality of civil service.
